28^ο Παγκόσμιο Συνεδριο Διεθνούς Ομοσπονδίας Δημοσιογράφων (ΔΟΔ), Δουβλίνο 4-7/6/2013

-Η ελληνική αντιπροσωπεία πέρασε ψήφισμα κατά της «Χρυσής Αυγής» και για τη δημιουργία στην Ελλάδα «Διεθνούς Παρατηρητηρίου Κατά της Διάδοσης του Ρατσιστικού Μίσους» (IWASRH).

-Πλήθος καταδικαστικών ψηφισμάτων κατά των μνημονιακών πολιτικών λιτότητας ανά τον κόσμο.

-Πρωτοβουλία των συνέδρων από τις Νοτιοευρωπαϊκές χώρες για συντονισμό της δράσης των δημοσιογραφικών ενώσεων.

Δουβλίνο, 7/6/13.-

Με την εκλογή των νέων συνδικαλιστικών οργάνων και την ψήφιση των αποφάσεων, των ψηφισμάτων και του προγράμματος δράσης, ολοκληρώθηκαν οι πενθήμερες εργασίες του 28^ου Παγκόσμιου Συνεδρίου της Διεθνούς Ομοσπονδίας Δημοσιογράφων (IFJ/ΔΟΔ) που πραγματοποιείται στο Δουβλίνο, με τη συμμετοχή 364 αντιπροσώπων από 123 χώρες όλων των ηπείρων του πλανήτη. Ένα συνέδριο που χαρακτηρίστηκε από την κατάθεση των προβληματισμών και των προτάσεων για αποτελεσματικές δράσεις κατά των κυρίαρχων οικονομικών πολιτικών που στοχεύουν τις κοινωνίες και τους λαούς, μη εξαιρουμένων των δημοσιογράφων. Όπως, επίσης, κατατέθηκαν πολλές καταγγελίες για την παραβίαση των ανθρώπινων δικαιωμάτων και των διώξεων κατά των δημοσιογράφων σε όλα τα μήκη και πλάτη του κόσμου

ΠΟΛΙΤΙΚΕΣ ΑΠΟΦΑΣΕΙΣ

Σύμφωνα με το βασικό ψήφισμα: «Χαιρετίζουμε τον εργαζόμενο κόσμο και τις οργανώσεις του για τις δράσεις-αντιστάσεις στα μέτρα λιτότητας που επιβλήθηκαν από τις κυβερνήσεις στο πλαίσιο της παγκόσμιας οικονομικής κρίσης…. Εκφράζουμε την αλληλεγγύη μας στα κύματα διαμαρτυριών και απεργιών που λαμβάνουν χώρα στην Ευρώπη και αλλού, στην προσπάθεια αντίστασης σε αυτά τα μέτρα που καταστρέφουν τις θέσεις εργασίας, με κύματα περικοπών, μείωση των κοινωνικών υπηρεσιών πρόνοιας και πτώση του βιοτικού επιπέδου… Επισημαίνουμε ότι η απώτερη αιτία της οικονομικής κρίσης είναι η αποτυχία του νεοφιλελευθερισμού που έθεσε ως προτεραιότητες τις αγορές, την απορρύθμιση, τον ανταγωνισμό, τον χρεωκοπημένο καταναλωτισμό, τις ιδιωτικοποιήσεις, την καταράκωση της δημοκρατικής αξιοπιστίας και της διαφάνειας… Το συνέδριο υποστηρίζει της δράσεις του εργαζόμενου κόσμου στησυνέχιση της αντίστασής του στην λιτότητα και επισημαίνει την αναγκαιότητα για εναλλακτικές πολιτικές που θέτουν τους ανθρώπους μπροστά από  τα κέρδη. Περαιτέρω προτείνει τονσυντονισμό κατά της ισοπέδωσης των Συλλογικών Συμβάσεων Εργασίας και καλεί σε συνεργασία τις διεθνείς και περιφερειακές συνδικαλιστικές οργανώσεις».

ΨΗΦΙΣΜΑΤΑ

Το συνέδριο της ΔΟΔ ψήφισε συνολικά 40 ψηφίσματα για όλα τα θέματα: την κρίση στα ΜΜΕ, τον αγώνα κατά της λιτότητας, την ασφάλεια των δημοσιογράφων, την δημοσιογραφία ως κοινωνική ανάγκη, τις συνθήκες εργασίας, τις συλλογικές διαπραγματεύσεις για ΣΣΕ, τη συνεργασίας των περιφερειακών συνδικαλιστικών οργανώσεων, τους εξόριστους δημοσιογράφους, τους φυλακισμένους σε πολλές χώρες, τη βία κατά των γυναικών, αλλά και για θέματα όπως η Wikileaks. Καθώς και για επιμέρους ζητήματα διώξεων δημοσιογράφων σε διάφορες χώρες: στην Τουρκία (για τις τελευταίες μαζικές διαμαρτυρίες), τις Φλιππίνες, το Πακιστάν, Παλαιστίνη, Σομαλία, Πορτογαλία, Ρουμανία, Ταϊβάν, Υεμένη, Ρωσία…

ΚΑΤΑΤΡΟΠΩΘΗΚΑΝ ΟΙ ΒΟΡΕΙΟΕΥΡΩΠΑΙΟΙ-ΑΠΟΧΩΡΗΣΑΝ ΓΕΡΜΑΝΟΙ

Για την ανάδειξη των νέων οργάνων της Διεθνούς Ομοσπομδίας Δημοσιογράφων, επικράτησαν οι αντιμνημονιακές δυνάμεις από Νότια Ευρώπη, Βρετανία-Ιρλανδία, Λατινική Αμερική, Αραβικό κόσμο και Αφρική, έναντι των βορειοευρωπαίων που υποστηρίχθηκαν από Βόρεια Αμερική και Αυστραλία, με αιχμή του δόρατος τους Γερμανούς των οποίων η παρουσία προκάλεσε με τοποθετήσεις τύπου: Εμείς έχουμε δυνάμεις και χρήματα και δεν ακουγόμαστε (όπως έδειξε η επικράτησή τους τον περασμένο μήνα στο συνέδριο της (περιφερειακής οργάνωσης της ΔΟΔ) Ευρωπαϊκής Ομοσπονδίας Δημοσιογράφων (και με τους οποίους συμπαρατάχθηκε ο πρόεδρος της ΕΣΗΕΜΘ Μόσχος Βοϊτσίδης και ο επιλεγείς για την εκτελεστική της ΕΟΔ γενικός διευθυντής (!) Γιάννης Κοτσιφός).

Για τη θέση του προέδρου της ΔΟΔ επανεξελέγη ο Μαροκινοβρετανός Τζιμ Μπουμέλα με ψήφους 191 (υποστηρίχθηκε από το σύνολο της ελληνικής αντιπροσωπείας που είχε 6 ψήφους) έναντι του Φιλίπ Λερούθ που έλαβε 178. Όμως ένεκα διαφόρων ενστάσεων κάποιων Γερμανών (βρέθηκαν επιπλεόν πέντε ψηφοδέλτια από λάθος ή προβοκάτσια, τα οποία όμως δεν διαμόρφωσαν το αποτέλεσμα), το προεδρείο του συνεδρίου έθεσε το ζήτημα στο σώμα το οποίο αποφάσισε με απόλυτη πλειοψηφία των παρόντων (186-136) να αποδεχθεί το αποτέλεσμα. Κάτι που δεν άρεσε σε Γερμανούς, από τους οποίους αποχώρησαν από τις εργασίες του συνεδρίου οι εκπρόσωποι δυο συνδικάτων, καθώς και ενός από το Βέλγιο και ενός από τον Καναδά. Για τις θέσεις του προεδρείου (3 αντιπρόεδροι και ταμίας) εξελέγησαν ένας Μαροκινός, ένας Βραζιλιάνος, μία Κροάτισα και ένας Γερμανός (των Πρασίνων).

Οι εκλογές για την ανάδειξη των υπολοίπων μελών της Εκτελεστικής Επιτροπής συνεχίστηκαν έως αργά το βράδυ με την εκλογή των 16 μελών της Εκτελεστικής Επιτροπής της ΔΟΔ (πέραν των 5 του προεδρείου και την ψήφιση του Προγράμματος Δράσης και την έκδοση των συμπερασμάτων, για τα οποία θα ενημερωώσουμε στη συνέχεια…

*Την ελληνική αντιπροσωπεία, στην οποία αντιστοιχούσαν 6 ψήφοι, αποτελούσαν οι συναδέλφισες: Μαρίνα Μεϊντάνη (ΠΟΕΣΥ), Φάνη Πετραλιά (ΕΣΗΕΑ), Όλγα Μπατή (ΕΣΠΗΤ), ενώ στο Συμβούλιο Ισότητας Φύλων συμμετείχε η Αθηνά Μος (ΕΣΠΗΤ).

Countering the activities of “Golden Dawn” in Greece

This World Congress of the International Federation of Journalists meeting in Dublin from 4 – 7 June 2013 notes with alarm “Golden Dawn’s” Neo–Nazi organization’s terror campaign against journalists and media organizations for exposing to Greek society their  Neo-Nazi and Neo-Fascist views, practices and activities, by reporting and revealing criminal dealings and actions of “Golden Dawn” Members of the Greek Parliament, who initiate hatred among  the different sections of society and in particular against those mostly hit by the economic crisis – poor immigrants, ethnic minorities, leftists dissidents etc.

“Golden Dawn” is a phenomenon of reactionary behavior and a new systemic factor, emerging  from the social-economic crisis. Its friendly press constantly  publish editorials targeting Journalist Unions and journalists for their religions or political persuasions and threating those journalists and media organizations daring to expose “Golden Dawn” activities in spreading hate against immigrants and the weakest suffering sections of society for being of different race, ethnic group, religion or people for having different sexual orientation.

Congress therefore instructs the incoming IFJ Executive Committee to initiate an “International Watch Against Spreading Racist Hate” (IWASRH), in order to record, denounce and campaign against Neo-Nazi and Neo-Fascist actions wich target investigative journalism, journalists, media organizations, IFJ members and other civil society organizations and activists. It further proposes that the IFJ, in collaboration with Greek unions, organize in Greece the first and founding IWASRH meeting to pursue the objectives outlined.

FOR THE COORDINATION OF THE SYNDICATES FOR REINFORCING OUR STRUGGLE IN SOUTH EUROPEAN COUNTRIES

The undersigned journalists from Journalists’ Unions in South European countries, present  in the 28th Word Congress of IFJ in Dublin 4 – 7 June 2013, declare that:

We, as integral part of our societies, are suffering the most in the nowdays social-economic crisis and experienced the brutal attack against our achievements and rights by the policies of IMF, international financial system, EU institutions and the austerity programs by the governments.

Waves of antilabor tsunamis hitting us one after the other, with massive layoffs, cutbacks, delays in salaries, abolishement of Collective Work Agreements (imposing individual contracts), flexible forms of employment, precarious conditions, diminishing our Insurance Fund (in Greece they confiscated the reserves), but  also fear, terror, blackmails by government and media bosses.

Such conditions  of insecurity favor unfree journalism and the manipulation of journalists and media. Especially this period in which the mainstream media plays the role of hysteric austerity propaganda and defamation of social resistance.

We demand from our Journalists’ Unions: direct actions, effective resistance and coordination of our common struggle, defending:

Collective Agreements, Job places, Press freedom and the restoration of all our rights we have lost under the Memorandum policies the last years of crisis.

The priorities of the journalists’ syndicalist  movement today in the socially flaming Greece

We,  the journalists in Greece, as integral part of Greek society, are experienced the brutal attack against our achievements and rights by the policies of IMF, international financial system, EU’s institutions (ECB, Eurogroup), willingly pushed by the Greek government under the Memorandum of austerity programs in the crisis situation they created. Like in the whole society amid a general capitalist crisis, with the antilabor tsunamis hitting us one after the other, the developments in the media are upheaval against the working people in the press.

Many of our members are already facing massive layoffs, cutbacks or delays in salaries on an extensive level, infringement of the Collective Labor Agreement (imposing individual employment agreements, extensive flexible forms of employment, etc) and wrecking the collective regulation of the working relations, leading us in the labor supersession. Enforcing an antilabor legal arsenal and launching policies of fear, terror and blackmails, the media bosses are establishing the dictatorship of money and profit, against the people who are suffering modern working crematories.

These conditions of insecurity, favor the flourishing of an unfree journalism and the continuation of thieving exploitation without protesting voices and effective resistance. Like in every war, the very first frontline is information and the first victim the truth.

That’s why the manipulation of the media and the journalists. Information is a social good, but in the hands of the mainstream greek media is a mean of hysteric propaganda of the governmental austerity policies and the defamation od social stuggles

So, we are requesting for the support with all means in our common struggle for direct action, resistance and coordination  -for these we already lost, but also for the worst we see are coming. Contrary to difficult times, the journalists in Greece have voice and dignity to draw our red lines, defending,

Collective Labor Agreements, working places, freedom of press and ethics.

Therefore, all together and decisively, should fight for:

1-Immediate proclamation of a long lasting strike in all media national, putting as central demands: signing Collective Labor Agreement, reversing the cutbacks of salaries and the working places, but also restoring the abolished system of collective negotiations.

2-Defending the freedom of press and the social good and right of information, repulsing the interferences in the journalistic work and the manipulation of journalists and media.

3-Full support to those journalists who refused to sign individual working contracts with decreased salaries (up to 20-40%).

4-Immediately actions for the protection of our Insurance Funds(TSPEATH, EDOEAP), calling the government to return all the assets they have stolen from them under the austerity policies and directives by IMF/ECB, and cementing insurance rights to all the journalists without cutbacks in health expenses

5-Beside all the above in the newspapers, immediate pursuit of adefinitive regulation of the blurry scenery in the private radio and television stations, by aiming to connect the operation licenses with the number of working places, and securing the employment at internet media.

6-Safekeeping of the public character of the state media: national radio television ERT, press agency APE/MPE and the effective operation-existence of local-municipal media. Resistance to the government attempts to use state media as propaganda tool.

7- Initiatives towards supporting the unemployed and underemployed journalists.

8-Syndicalist and insurance coverage of those working in the new internet media.

9-Cooperation and coordination with all Unions and Federation of Journalists’ Unions POESY, but also with the International Federation of Journalists.

10- Proceeding a fighting and massive third grade Press Syndicate in Greece.
